  4. No. If you renounce your citizenship or take citizenship of another country, you would lose U.S. citizenship. Otherwise, you have it for life. One thing though, if you do not know already, is that U.S. citizens always have to file U.S. taxes regardless of where or how much you have made. Enjoy Mexico!

  9. No. If that were true, several million US citizens would now be without citizenship. You can only lose US citizenship by renouncing it before a consular official. Even then, you often don't really lose it. Many Americans living there have taken out Mexican citizenship and have not lost their US citizenship. They have dual citizenship. Many low-income Americans (living on small social security) retire to Mexico because it is cheaper to live there and the life-style is very pleasant. And it is correct that you still have to file a US tax return, although a large portion of any earned income will be exempt from taxes because you will also have to pay taxes on it in Mexico. That is done to avoid double taxation.
